The Leduc & District Regional Waste Management Commission (“LDRWMC or Commission”) is seeking to better understand the market, technical feasibility, development requirements, operational considerations, and potential partnership models available for long-term organics processing. This includes options to process organics onsite at the Leduc Regional Landfill as well as opportunities to utilize an outside organization’s existing processing facility. Any potential solution must consider the Commission’s available tonnage, feedstock quality, contamination management, regulatory requirements, transportation requirements, cost, implementation timelines, and operational impacts. This RFI is intended to gather information from qualified organics processors, facility owners, developers, and other interested parties to assist the Commission in evaluating practical and cost-effective approaches for improving organics diversion. Information received may be used to inform future planning, budgeting, partnership discussions, and any potential procurement process related to organics processing. Based on information available to date, the Commission understands that its current organics tonnage may not, on its own, support the development of a larger dedicated processing facility. Respondents are encouraged to identify scalable, phased, regional, partnership-based, or other innovative approaches that could support a viable long-term organics processing solution.
